Notice to Puerto Rico Trade – Changes to Hacienda Rules:
Effective immediately:
*Carriers are required to indicate on the manifest the consignee’s Social Security Number or Employer Identification Number (EIN) on articles imported into Puerto Rico.
*Carriers will be required to include the cost or value of the goods on the transmission of the manifested cargo to Hacienda, The Department of the Treasury of the Commonwealth of Puerto Rico
*Shipments will not be released by Hacienda prior to the excise tax payment unless above information is submitted with the manifest to Hacienda
*If the Carrier does not have the information on the value of the cargo at the time of the transmission of the manifest to Hacienda, the importer may later submit the Identification Number identifying their shipments and declaring the value of the cargo
*If the term “FAK”, “freight all kinds” or “GSM”, “general store merchandise”, “goods” or similar descriptions are used, the shipping documents will be marked as taxable by Hacienda
*Importers must submit the merchandise detail with the codes most commonly used in the Harmonized Tariff Schedule or Schedule B.
*Cargo will not be released by Hacienda until the above requirements are met
